The purpose of the P10 municipalities – with their similar structures and problems - joining forces was, in the first instance, in order to work together and become a more solid negotiating partner when promoting the specific interests that arise from the municipal structure.

Additionally, because we need to be thoroughly familiar with each other’s situations in order to obtain a clear picture of the interests to be promoted, we can learn a lot from each other’s experiences and approach.

However, we also want to be an association that produces clear results. By this we mean, for example, that “learning from each other” should not be free of obligations and should definitely not result in discussion groups with no tangible outcomes.

We therefore want to formulate clear-cut instructions for the various knowledge and working groups to be established. The activities should result in concrete recommendations from which all participating municipalities – if they opt in by virtue of their unchanging autonomous administrative powers – may benefit. In many cases it will also be possible to derive a lobby file.
