P10 (already) regularly receives requests from colleagues and other organisations to give its opinion on certain issues or make a (substantive) contribution to others. Or even to develop a vision with regard to a specific problem. All these requests have to be dealt with seriously.
In addition, our lobby has to be ‘fed’. This is done in part by the knowledge groups, if the occasion arises. But for a major part, the lobbying itself is prepared by the working groups. For example, if the issue involves an analysis of the Municipality Fund in order to identify both the beneficial and detrimental effects of the distribution system for the rural municipalities, this must be dealt with and co-ordinated by a working group.
In the area of Safety, preparatory work on the subject matter is also essential
in order to make a clear statement to our partners (e.g. regions and ministries).
In short, the working groups prepare the information in order to produce
recommendations for the participating municipalities, and then - if this vision
is shared - the advice can be used for our external contacts.
