P10 is composed of these ten municipalities because of their large surface areas – in square kilometres they are the largest rural municipalities in the Netherlands, their lack of any principal settlement, and the fact that rural development is a priority for each of them.
Their combined surface area of 280,000 ha nearly equals the size of the entire province of South Holland!
